Job Summary

Under the supervision of the Pr. Manager of Enterprise Sourcing, the candidate will act as the team lead for the subcontracts team and be responsible for the management of a subcontracts from inception to end of life, which includes the development, negotiation, administration, and management of subcontracts, including long term product support, subcontractor support of business objectives and customer prime contract flow-down requirements on supplier, cost, schedule and legal performance aspects.

Job Responsibilities

  • Lead a team of (2-3) subcontracts managers and administrators.

  • Lead subcontracting efforts to establish the overall subcontracting plan for subcontract product development and services.

  • Lead/manage a cross-functional team in the identification and qualification of suppliers, development of statements of work and supply agreements, establish proposal review criteria, and analyze and score supplier proposals

  • Demonstrate leadership and communication skills to lead a cross-functional team through all phases of subcontract management

  • Develop subcontract requests for proposal and requests for quotation (RFPs/RFQs) under tight deadlines.

  • Working in sync with the Contract Manager, review the prime solicitation/contract to ensure that all appropriate terms and conditions are included in the subcontract RFP/RFQ and the resultant subcontract.

  • Coordinate the RFP/RFQ process including solicitation and Minority and Disadvantage Business Enterprise requirements, to ensure that all proposal/quotations are received by Rockwell Collins IMS in a timely manner and are compliant with the requirements of the prime’s RFP.

  • Evaluate and negotiate proposals in order to assist IMS program personnel in source selection decisions.

  • Perform subcontractor vetting, and subcontract risk assessment and mitigation in accordance with IMS policies and procedures.

  • Draft, review, negotiate, and administrate assigned subcontracts from cradle to grave within IMS policies and procedures.

  • Process assigned Subcontracts and associated change orders in the purchase requisition system.

  • Review and negotiate Teaming Agreements and other partner type agreements in accordance with IMS policies and procedures.

  • Review Nondisclosure agreements as needed and in accordance with IMS policies and procedures.

  • Prepare subcontract documents and files in accordance with ISO standards and the IMS policies and procedures. Pass all internal and external audits.

  • Manage subcontract performance for conformance to contract scope of work, schedule and cost

Basic Qualifications

  • Experience leading cross-functional teams.

  • Six or more years, experience reviewing subcontract documents, developing terms and conditions to suit individual procurements.

  • Ability to identify necessary flow-down and compliance terms and conditions from ARINC's prime contract to subcontractors and the ability to manage the subcontracts process through closeout.

  • Experience in the administration of Cost Reimbursable, Time and Materials and Firm Fixed Price subcontracts/agreements.

  • Sound negotiation, writing, analytical, organizational and planning skills.

  • A working knowledge of the FAR, DFARS, UCC and other applicable contract and procurement regulations.

  • The successful candidate must be able to act as lead or as part of a team demonstrating effective communication and interpersonal skills and have the ability to communicate with diplomacy to internal and external customers and adapt to a diverse group of internal and external customers.


  • Experience performing subcontracts functions under an Approved Purchasing System.

Education Requirements:

Bachelor’s degree in appropriate discipline or in absence of a degree, 6 years of related experience; identified skills and experience.
