We are currently hiring a Sr. Manager, Bids & Proposals (Asia Pacific) to join our Avionics division, specifically our Capture Excellence Team based in the Singapore. The Manager of Bids and Proposals is responsible for the overall management and success of the Collins Aerospace Information Management Services’ proposal solutions in Asia and the Pacific. The successful candidate oversees and develops a team of professionals who ensure the development of persuasive, winning bids and proposals. The Manager interacts regularly with senior leadership, finance, contracts, operations, engineering, sales, and program management to ensure all bids and proposals comply with the customer requirements as well as the Collins Aerospace business processes.

Responsibilities include but not limited to the following:

  • Manages and leads a diverse proposal team

  • Leads and teaches pursuit strategy workshops and provides coaching to direct reports and pursuit teams

  • Works directly with proposal managers to ensure:

  • quality, compliance, and on-time delivery goals are met

  • customer-centric solutions address and comply with customer requirements and are consistent capture plans

  • strategies and value propositions are clearly articulated in proposal responses

  • Assesses and adjusts proposal processes to ensure high bid and proposal quality

  • Serves as an escalation point for issues impacting the successful development of proposals

  • Assesses proposal readiness and provides guidance to improve quality and compliance for all proposal types

  • Serves as a proposal process advocate and provides training to team members and pursuit teams

  • Leads or supports win strategy, price to win, and color team sessions

  • Assists teams with the development of proposal plans and assures accurate and timely solution development

  • Participates in Decision Point and approval meetings

  • Ensures appropriate use of technology and tools to support efficient proposal development

  • Identifies and executes pursuit process advancements, looking for ways to continually improve related technology, templates, procedures, and tools

  • Fosters and maintains relationships and coordinates with the global salesforce, finance, pricing, contracts management, and product line program management

  • Identifies leadership and career development opportunities to perpetuate individual / team growth

  • Leads proposal development efforts for highly strategic and/or complex opportunities, including the analysis of cost, schedule and technical elements in accordance with the customer’s specifications

Requirements:

  • Bachelor's degree in appropriate discipline and six years of related experience, or, in the absence of a bachelor's degree, eight years of related experience; MBA preferred

  • Thorough understanding of the Pursuit & Order Capture core processes

  • Progressive hands-on and/or management experience with bid and proposal coordinating, technical writing, editing, and publishing

  • Proven experience in reading and analyzing Requests for Proposals, creating tailored proposal outlines and schedules, managing team activities, content and pricing development, and re-writing material under tight deadlines

  • Able to direct and orchestrate large, multi-functional proposal team efforts

  • Strong strategic management, planning, and oral and written communication skills

  • Able to motivate and energize a team to produce winning solutions

  • Able to define, articulate and execute strategic and tactical vision for the team

  • Results-driven and experienced with working in a collaborative team environment

  • Requires 20% travel

Desired Qualifications

  • Experience reviews, most important requirement development, key decision maker assessments, competitor assessments

  • Formally trained in proposal processes (i.e., Shipley); APMP or certification

  • Experience with and knowledge of IMS products and services

  • Lean certification or experience applying lean principles
